Setting = Administrator.Audit

You can list database elements that when updated (not entered the first time but changed) you can get a message. List the variables in the d {table abbreviation} Element Name format. Example dusBirthDate is the User BirthDate. Find variable names at Administrator:Database-Tables. Make sure your Profile:Messaging indicates where you want the message sent.

Setting = Notify

You can list notification points in the website operations at which point a notice will be generated. Impacted Users spedicy in their Profile where they want the Notice to be sent. You can control the text of the Notification at Setting = Notify=Notification point.
